Oklahoma's merchant base in numbers

Small firms employ just over half of Oklahoma's private workforce. The SBA Office of Advocacy's 2025 profile, based on 2022 Census data, counts 395,520 small businesses employing 706,906 people, or 50.8 percent of private-sector workers.

Construction leads the count with 49,414 small firms, followed by personal services such as auto repair and salons (46,695), professional services (44,310), administrative and support services (39,125) and real estate (35,813). Small firms employ 89.2 percent of Oklahoma's construction workers and 90.1 percent of its personal-services workers.

The market is growing. Between March 2023 and March 2024, small businesses opened 12,517 Oklahoma establishments and closed 11,064, and they added a net 16,295 jobs, 80 percent of the state's net gain. Reporting banks issued $1.1 billion in 2023 to Oklahoma businesses with revenue of $1 million or less, so bank credit exists, but it rarely moves at storm-season speed. Native-owned businesses are part of the picture too: the profile counts 38,325 businesses owned by American Indian and Alaska Native owners in Oklahoma.

Metros, oil towns and farm country: where Oklahoma deals start

Most requests come from the Oklahoma City and Tulsa metros and the energy and farm towns along I-35, I-40 and I-44.

  • Oklahoma City and Norman: contractors, restaurants, health care practices, auto repair, retail and businesses tied to aviation and government.
  • Tulsa and Broken Arrow: energy services, aerospace suppliers, manufacturers, contractors and a busy restaurant and retail scene.
  • Western and northern Oklahoma: Enid, Woodward, Elk City and Guymon depend on oil and gas, wheat and cattle. Oilfield services, haulers, equipment dealers and feed suppliers carry the cash-flow swings of both.
  • Southern and eastern Oklahoma: Lawton, Ardmore, Durant and McAlester mix military, tourism around the lakes, poultry, timber and trades.

Energy is the swing factor. When oil and gas prices change, drilling budgets follow, and the small service companies, welders and hotshot carriers that work for operators feel it quickly while fuel and payroll keep coming due. Construction is the steady base; see construction MCA leads for contractor filters.

Why does Oklahoma's calling law matter more than MCA rules here?

Because Oklahoma has a state telemarketing law with teeth, while it has no MCA disclosure statute that we are aware of as of 2026. This is general information, not legal advice; confirm how these rules apply to your campaigns with counsel.

Telephone Solicitation Act of 2022

Oklahoma enacted HB 3168, the Telephone Solicitation Act of 2022, which took effect November 1, 2022. In general terms, it:

  • requires prior express written consent for commercial sales calls and texts made with an automated system for selecting or dialing numbers or playing a recorded message, using a definition broader than the federal autodialer concept;
  • bars sales calls before 8 a.m. or after 8 p.m. in the called person's time zone;
  • limits calls from any number to the same person to three in a 24-hour period on the same subject;
  • restricts caller ID spoofing and voice-altering technology; and
  • gives called parties a private right of action for the greater of actual damages or $500, which a court may increase up to three times for willful or knowing violations.

The act lists exemptions, including a business-to-business exemption that applies only when specific conditions are met, so whether it reaches your calls to business owners about commercial financing is a question for your counsel. Many lead buyers simply apply its hours and frequency limits to every Oklahoma call as a precaution. LoanLeads.io captures consent on every lead; your part is making sure the dialer honors the three-call limit and the 8-to-8 window.

MCA structure

Oklahoma is not among the states with commercial financing disclosure laws covering sales-based financing, although neighboring Texas, Kansas and Missouri are. Keep each advance structured as a purchase of future receivables, with a reconciliation process that works, and never present it to an Oklahoma merchant as a loan.

Storm season, harvest and oil prices: Oklahoma's calendar

Oklahoma merchants face weather and commodity swings that create predictable capital needs.

SeasonWhat drives requests
Spring, March to JuneSevere weather and hail season brings a surge of roofing, restoration and glass work; contractors need materials and crews fast while insurance payments lag
Early summerWinter wheat harvest; custom harvesters, grain haulers and repair shops front fuel and labor
Summer to fallLake tourism in the east and south; football season lifts Norman and Stillwater hospitality
Year-roundOilfield service demand tracks drilling activity rather than the calendar

Restoration contractors are a particularly time-sensitive segment, and the best of them have operated through several storm seasons. After a hailstorm, a roofer may book months of work in days, then wait on insurers to pay while shingles, crews and dumpsters are due now. Real-time leads matter most in the days after a major hail event, when established roofers are booking jobs fastest.

Which Oklahoma merchants make the strongest MCA files?

Oklahoma's best MCA prospects take payments often and spend before they collect. Its weakest are businesses with one big customer or one big annual payday. Use the profile below to tighten filters and brief your closers.

Strong Oklahoma prospects

  • Roofing and restoration contractors with a track record before the latest storm, multiple jobs and insurance claims in process.
  • Restaurants, bars and food trucks in Oklahoma City, Tulsa, Norman and Stillwater with daily card sales.
  • Auto repair, tire and body shops, which buy parts and equipment in lumps and take cards every day.
  • Oilfield service companies with several operator customers rather than one.
  • Health care practices waiting on reimbursements, a segment where small firms employ 112,677 Oklahomans.

Files that need a closer look

  • Contractors formed in the weeks after a storm, with no history before it.
  • Service companies that bill a single operator on long payment terms.
  • Wheat and cattle producers whose deposits arrive mostly at harvest or sale time.

Rural Oklahoma is a large share of the market: the SBA profile counts about 94,000 rural businesses classifiable by location, 86.6 percent of them without employees. Owner-operators there often prefer a phone conversation to email, so plan for patient calling inside the state's 8-to-8 window rather than heavy email sequences.

How should you set up Oklahoma campaigns?

Build campaigns around metros and industries, and build your dialer around Oklahoma's calling rules.

  1. Set your calling rules first: Central Time statewide, an 8 a.m. to 8 p.m. local window, and no more than three attempts per day to the same merchant.
  2. Choose revenue and time-in-business filters: many funders start near $10,000 to $15,000 a month and 6 to 12 months in business; storm-chasing contractors who just formed may not fit.
  3. Split geography: run Oklahoma City and Tulsa as separate campaigns from rural Oklahoma.
  4. Mix lead types: use real-time exclusive leads for the metros, add aged leads to revisit merchants after storm season or a drilling upswing, and try live transfers when you want the owner on the line.
  5. Test, then scale: start with a small order, measure funded deals by segment, then move budget to what works.

FAQ

Questions buyers ask

Does Oklahoma regulate merchant cash advances?

Not directly, as far as we can find in 2026: no Oklahoma statute requires MCA disclosures or registration. Neighboring Texas, Kansas and Missouri do have commercial financing laws. Calling is a different matter, since Oklahoma's Telephone Solicitation Act of 2022 adds rules on top of the federal TCPA. Confirm current rules with counsel.

What is the Oklahoma Telephone Solicitation Act?

It is a 2022 state law, effective November 1, 2022, that limits commercial sales calls. It requires prior express written consent for calls using automated dialing or recorded messages, bars calls before 8 a.m. or after 8 p.m. local time, caps calls at three per 24 hours on the same subject and allows private lawsuits.

Does the Oklahoma calling law apply to MCA calls to business owners?

That depends on how the act's definitions and exemptions apply to your calls, and it is a question for your counsel. Many buyers follow its hours, frequency and consent rules for every Oklahoma call as a precaution. LoanLeads.io records the merchant's TCPA consent on each lead when it is submitted.

What is the size of Oklahoma's small-business market?

Oklahoma's small-business count stands at 395,520 in the SBA Office of Advocacy's 2025 profile, 99.4 percent of all firms, with 706,906 employees, or 50.8 percent of private-sector workers. Construction is the largest small-business sector, with 49,414 firms, and small firms hold 89.2 percent of the state's construction jobs.

How do storms and harvest affect Oklahoma MCA demand?

Spring storm season drives demand from roofing and restoration contractors, early summer harvest from custom harvesters and haulers, and fall from hospitality businesses in college towns. Oilfield service companies need capital whenever drilling activity picks up and operator payments lag behind costs.

When can I call Oklahoma MCA leads?

Oklahoma is on Central Time, one hour behind Eastern. Keep calls between 8 a.m. and 8 p.m. local time to align with the state's telephone solicitation law, and limit attempts to three per merchant per day. Contractors are easiest to reach early or late in the day.
